"disturbances to the prevailing hydrologic balance of the affected land and of the <br />surrounding area and to the quantity and quality of water in surface and groundwater <br />systems both during and after the mining operation and during reclamation shall be <br />minimized...." Construction Materials Rule 6.4.7 requires the Applicant to submit data <br />on impacts to surface or groundwater systems, project water requirements and supply <br />sources, and the status of National Pollution Discharge Elimination System permits, if <br />applicable. <br />9. The Applicant installed and is monitoring eight groundwater wells surrounding the site <br />and has been collecting groundwater data since January 2002. The Applicant has <br />committed to a well monitoring plan that requires the Applicant to notify the Division <br />within seven (7) working days if any of the wells show an increase or decrease of two (2) <br />or more feet in groundwater elevation. In the event of such a change, the Applicant will <br />provide a written report to the Division demonstrating, to the Division's satisfaction, that <br />its operation has not caused a 2-foot elevation drop as referenced in the Applicant's <br />October 19, 2004 response letter. The report will identify impacts caused by the <br />groundwater fluctuation. Depending on the impacts, the report will identify migitation of <br />potential impacts based on the specific location and the nature of the impacts. If mining <br />or reclamation activities create adverse impacts to adjacent properties, the adjacent <br />property owners will be notified and the impacts will be addressed to the satisfaction of <br />the Division. The Applicant will obtain a gravel pit well permit from the Office of the <br />State Engineer. The Applicant stated in its Application that if dewatering of the site <br />directly affects the ability of surrounding property owners to pump a full supply of water <br />from their wells, in accordance with their permitted uses, the Applicant will take all <br />
