<br /> <br /> <br />EXHIBIT "D" <br />(D) Size of the area to be worked at any one time. <br />The maximum area to be worked a[ any one time will be the 35 acres in Cell # 3. However, to allow <br />for stripping ,stockpiling of topsoil and overburden - if any- in preparation for mining as well as <br />reclamation, a maximum of 75 acres will be bonded and considered as affected area at any one time. <br />(E) An appropriate timetable to describe the mining operation and the relationship between mining <br />and reclamation. <br />Reclamation will consist of [opsoiling the lake shore and backsloping and reseeding the lake shore <br />as required. I[ will follow mining as close as operationally feasible. This will be a fairly simple <br />operation as the major portion of the affected area will be lake surface which obviously does not <br />require any reclamation treatment. <br />(i) An estimate of the periods of time which will be required for various stages or phases of the <br />operation: <br />This is an entirely new operation with no history to estimate time periods. Present projections are <br />• for 6 to 15 year phases per cell depending entirely on market demand. The cells will consist of <br />mining only with shoreline reclamation only and will be handled on a floating bond basis. <br />CRS34-321-112 (b) (VIII) of the act states: "A timetable estimating the periods required for the <br />vazious stages of mining operation -the operator shall not be required to meet [he timetable, nor shall <br />the timetable be subject to independent review by the Board or Office." <br />(ii) A description of the size and location of each area to be worked during each phase: <br />Each cell could be considered a phased if the Division wishes. The mining plan map indicates the <br />location of the 4 proposed cells and their various sizes ranging from 15 to 35 acres. At the present <br />time the plan is to bond a maximum of 75 acres as affected area at any one time which will include <br />stripping and reclamation as mining proceeds as well as a rail spur and loadout area. <br />(iii) Outline the sequence in which each stage of the operation will be carried out. <br />Mining will start in the northeast comer of Cell # 1 and move west to the end of that cell. Mining <br />will be the width of the dragline or excavator reach and make a cut of a maximum of 100' in width. <br />When the western boundary of that cell is reached, the dragline or excavator will be moved back to <br />the east boundary and start another slice to the west. This same procedure will be followed until the <br />cell is mined out. The same techniques will be used in the other cells. <br /> <br />Page 2 of 3 <br />
