4.08%, percent ash 62.88%, percent volatiles 16.75%, percent fixed carbon <br />• 16.72%, and percent sulfur 0.71%. This refuse has a composite BTU/lb of <br />4238. <br />Two types of leachate analyses were performed on the coarse mine refuse <br />material. In the first analysis, samples of refuse were pulverized and soaked <br />in distilled water with a pH of approximately 7 for one week. This water and <br />refuse material was stirred three times in the first three days and then al- <br />lowed to settle. The water was decanted, filtered through a 0.45 um filter <br />and analyzed. Results of this analysis are presented in Table II.B-l. The <br />pH of the leachate was alkaline, 8.25, which reflects the low pyritic sulfur <br />content of the coal-bearing strata. <br />In the second leachate analysis the USE PA EP-Toxicity Test for selected <br />hazardous inorganics was used (FR 45(98):33127). 1n this procedure the pH of <br />• the agitated leachate is maintained at 5.0 for 24 hours to promote dissolution <br />of target inorganics. The results are presented in Table II.B-2. Levels of <br />each of the constituents detected were below the USE PA maximum allowable con- <br />centrations relevant to groundwater contamination (FR 45(98):33122): As, 5.0; <br />Ba, 100.0; Cd, 1.0; Cr, 5.0; Pb, 5.0; Hg, 0.2; Se, 1.0; Ag, 5.0; (all in mg /1 ). <br />The fine slurry from the wash plant contains <#14 (US) mesh particles. <br />At least 83% of the fines refuse is coal with a BTU value of 12,000 BTU/lb. <br />A sample of this fines slurry was analyzed for hazardous inorganic contaminants <br />using the USEPA EP-Toxicity Test. The initial pH of the slurry was 8.71, very <br />similar to the pH of the first coarse refuse leachate analysis. Results of <br />the EP-Toxicity Test are presented in Table II.B-3. Constituent levels were <br />generally similar to those of the coarse refuse analysis with higher levels of <br />• barium, cadmium, and lead, but lower levels of chromium.
