<br />Gilcrest series soils are described by the Natural Resources Conservation Service (NAGS) as <br />having rapid permeability and low available water capacity. Root zones typically extend to 60 <br />inches or more. The rnining/reclamationptans indicate that the overburden will be removed to <br />sandstone and 4"-8" of growth media, with an average depth of 6", will be applied over the entire <br />site. It seems highly improbable to CDOW that a productive and diverse post-mine vegetative <br />community can be established using the current reclamation prescription. We would strongly <br />encourage DMG to re-assess the reclamation plan. CDOW would advise the applicant to consult <br />the NRCS in developing a plan which addresses our concerns about growth media application as <br />well as erosion control on newly seeded sites. <br />In c„mmary, CDOW has serious concems regarding the proposed reclamation plan. If the plan is <br />adopted as proposed, CDOW would anticipate long-term negative impacts resulting from this <br />action. Our office would strongly encourage DMG to evaluate this application with respect to <br />these issues. We appreciate the opportunity to review and comment ou the proposed action.
