2.05.3(5)(6) Topsoil
•
Suitable topsoil and/or subsoil as determined from information discussed in Tab
Section 9 shall be removed prior to disturbance of any related mine surtace
operations and/or facilities within the permit area. In those areas where defined
salvageable topsoil/subsoil do not exist, select quantities of native overburden
material may be removed and stockpiled for use in revegetation of surface
disturbance.
Three (3) areas of possible topsoil salvage were identified and delineated in the
Cameo Refuse Disposal Area #1 (CRDA #1) during a State inspection in 1983.
These three (3) areas were sampled and analyzed for physical and chemical
characteristics. The results of this sampling and topsoil salvage plans for
CRDA #1 were submitted as Item 9 to the permit in February 1983. Exhibit 9B
shows the location of these areas. Material these areas was moved with a
• loader and trucks to Topsoil Stockpiles 5 and 6. Topsoil Stockpile 5 was
covered by minor revision MR-04 in 1984. Material from portions of Area 2
which was to be covered with refuse was moved to this stockpile. Topsoil
Stockpile 6 was approved as minor revision MR-06 in 1984. Part of the
material from Area 3 was placed in this pile. When this topsoil pile was used
the remaining Area 3 material was salvaged and used as cover. Soil sample
analysis for these areas Is listed in Appendix 9-3, Tab Section 9. Material from
these stockpiles was used on the 1994, CRDA 1 cover project.
Additional borrow areas were investigated in the fall of 1993 to provide cover
for CRDA Nos. 1 and 2. Cameo Borrow Area No. 1, located east of CRDA No.
1, was calculated to have 30,000 Cy of salvageable material. Cameo Borrow
Area No. 2, located west of CRDA No. 1, was calculated to have 65,000 Cy of
salvageable material. The refuse pile cover project in 1994 used approximately
• 13-17 (Rev. 12/16/96)
