Mountain Coal Company SPCC Plan <br />West Elk Mine February 1993 <br />~~ <br />CERCLA REPORTABLE QUANTITIES <br />The Comprehensive Environmental Response, Compensation, and Liability Act <br />(CERCLA) identified a list of substances that have an adverse effect if released to the <br />environment. The Act designates the reportable quantity (RQ) for each of these <br />substances, and the notification requirements for releases or spills. The RQ for each <br />chemical is based on the severity of environmental hazard it presents. <br />All RQs are in quantities of 1, 10, 100, 1000, and 5000 pounds. The complete <br />regulations and listing of RQs can be found in 40 Code of Federal Regulations Part <br />302. <br />A special situation exists where the Clean Air Act and the Extremely Hazardous <br />Substance List under Superfund Amendments and Reauthorization Act both designate <br />substances not previously listed under CERCLA. These substances are given a one <br />pound RQ. The RQ listings in 40 CFR Part 302 will indicate if the substance has been <br />C• assigned an RQ by a source other than CERCLA. <br />~• <br />
