Materials Containment Plan <br />Pursuant to Sections 6.9.] (5) and (6)(b) of the Regulations far ehe <br />State Discharge Permit System, the permlctee Ss required to submit a <br />Materials Cancainmeat Plaa. Such a plan shall 6e submitted to the <br />Permits and Enforcement Section, 4iacer Quality Control Division wt thin <br />ninety (90) days after the effective date of this permit and must be <br />implemented. 'The plan shall Snclude Safor:acion and procedures for <br />the prevention and coacainment o= spills of materials used, processed <br />or scored ac the facility which Sf spilled would have a reasonable <br />probability of having a visible or otherllse detrimental Smnact on <br />eaters of the State 1/ 2/. The plan steal: include, but not <br />necessarily be 11m1ted: <br />a) A history of sp±1'_s which have occurred in the three (3) years <br />preceding the effective dace of th±s permit. Tne history shall <br />Include a causation o'_ the spills and t discussion of pceventative <br />measures designed to prevent them from reoccurring; <br />b) A descriptior, of the reporting systea which will be used co notify <br />responsible facility management, the State Plater Quallcy Caatrol <br />Division, the Environmental Protection ~geney, downstream water <br />users within S miles dowerscream of the fxcl.llty, and Local health <br />officials; <br />e) A description of preventative fat±lirles (including overall <br />facility plat) which prevent, contain, or tress spills and <br />~anplaaaed discharges; <br />d) A 11st which Sneludes Che volumes or quantities of all materials <br />used, processed, or stared ac the fat±llty which represent a <br />potential spill threat to surface waters.
