Mountain Coal Company SPCC Plan <br />West Elk Mine February 1993 <br />~• <br />Clean-UD <br />Clean-up of an oil or hazardous material release shall proceed in a timely and <br />diligent manner. The materials shall be collected, removed, and stored in <br />accordance with all applicable regulations. Inert absorbent material may be used. <br />The use of chemicals to disperse, coagulate, or otherwise treat oil or hazazdous <br />materials should be discussed with environmental personnel. <br />Contamination of the sedimentation ponds or the freshwater pond may occur <br />following an oil or hazardous material release. Once contamination has occursed, <br />the material must be contained and removed from the water. Materials, such as <br />oil, which float to the surface, may be removed using absorbent material. If the <br />material released becomes dissolved in the water or migrates to the bottom of the <br />pond, alternative remediation methods will be reseazched and implemented. <br />The spilled material and/or contaminated material shall be disposed in accordance <br />with all federal, state, and local regulations. <br />~• Equipment and Manpower <br />All mine equipment and personnel are available for spill containment and clean- <br />up, including: <br />- 10-20 employees per shift <br />- Tracked bulldozer <br />- Front-end loader <br />- Water truck <br />- Road grader <br />- Backhce <br />VIII. POST RELEASE REQUIREMENTS <br />- Dump truck <br />- Rubber tired crane <br />- Flatbed truck <br />- Vacuum truck <br />- Bobcat loader <br />- Four-inch portable pump <br />- Electric submersible <br />pump <br />Within ten working days following a release which meets the definition of an "oil <br />or hazardous material spill" as defined in the discussion section of this plan, <br />environmental personnel shall prepare a complete written report describing all <br />aspects of the release and steps taken to prevent a recurrence.
