• EXHIBIT M <br />LOCAL GOVERNMENT APPROVAL <br />The attached map depicts the area for which local <br />approval has been granted. Approval was granted for a <br />mineral extraction operation located on portions of Sections <br />12, 13, 14, 23 and 24, T16S, R66W in E1 Paso County <br />containing 1215 acres more or less. The zoning case number <br />is AL-74-7. Also included in this section is a copy of the <br />Proceedings of the Board of County Commissioners of E1 Paso <br />County, September 26, 1914, and various correspondences <br />which varify this fact. Please note that the northern one <br />half of the proposed amendment area already has local <br />approval for mining, even though this area is not presently <br />included in the State Mined Land Reclamation Permit Area. <br />Cooley Gravel Company is applying for local approval on <br />the southern half of the permit amendment area concurrently <br />with this application. <br />The former problem revolving around access has been <br />resolved. Cooley Gravel Company now controls all the <br />property north of the Cline property and will be using the <br />existing access points as provided for in permit #82-155. <br />• ADDITIONAL INFORMATION PERTAINING TO THE <br />COUNTY SPECIAL USE APPLICATION <br />No increases in haul routes or truck trips per day will <br />occur as a result of the increases in acreage. The <br />historical hauling and traffic routes will be unchanged. <br />The request for an increase in acreage is due to <br />product variability. The Cline property has a higher <br />percentage of course material which we need to belnd with <br />the present material in order to provide a better quality <br />product to our existing customers. <br />There is no anticipated change in extraction rate on <br />the total property. <br />• <br />- 42 - <br />
