The following is a list of species which may inhabit the <br />area, or be effected by the proposed project. <br />Be advised that the Fish and Wildlife Service can enter into formal section <br />consultation only with another Federal agency or its designee. The lead <br />Federal agency, (most likely the BLM in this case) is required under section <br />(a) (2) of the Endangered Species Act (Act) to determine whether or not this <br />action may affect any listed species or their critical habitat. Although <br />applicants may fill the role of non-Federal representatives, the ultimate <br />responsibility for compliance with section 7 remains with the lead Federal <br />agency. <br />FEDERALLY LISTED SPECIES <br />Bald eagle <br />Haliaeetus leucocephalus <br />We would also like to_bring to your attention species which are candidates for <br />official listing as threatened or endangered species (Federal Reoister, Vol. <br />56, No. 225, November 21, 1991). While these species presently have no legal <br />protection under the Act, it is within the spirit of the Act to consider <br />project impacts to potentially sensitive candidate species. Additionally, we <br />wish to make you aware of the presence of Federal candidates should any be <br />proposed or listed prior to the time that all Federal actions related to the <br />project are completed. <br />FEDERAL CANDIDATE SPECIES <br />Ferruginous hawk Buteo regalis <br />Loggerhead shrike Lanius ludovicianus <br />Columbian sharptailed grouse Tympanuchus phasianellus columbianus <br />
