accommodate drilling and support equipment. Attempts will be made to adjust
locations to minimize the disturbance at each site. For instance, sites along steeper
slopes will be longer and narrower, taking advantage of space created along the
access road. Also, where possible, the access road and/or site(s) will be moved or
adjusted to avoid large well-established stands of mountain shrubs or aspen.
In general, all drill site locations will be cleared and grubbed. Topsoil will be
removed and stockpiled before the site is leveled. Shallow foam or mud pits will be
dug to detain drilling fluids and possibly precipitation runoff from the drill site.
In addition, during the course of the 2005 Exploration Program, no vehicles will be
allowed to go cross country under muddy conditions. In muddy conditions, a road
must be cleared in accordance with prudent topsoil salvage practices.
All proposed drill locations are shown on the enclosed map
3. Preventative Measures
Fire The use of open fires will be prohibited. Welding operations will only be
permitted when adequate fire protection is on hand. Weed burners and similar
equipment used to warm pazts on the drill rig or other support equipment during
periods of extreme cold temperatures may be needed, and will only be permitted
when adequate fire protection is on hand. Portable fire extinguishers will be
provided on various pieces of equipment, and the water trucks supporting the
drilling operation will also serve as backup fire protection.
Soil Erosion As mentioned above, measures will be taken to protect the topsoil
resource. In addition to salvaging and stockpiling the topsoil resource during road
and drill location construction, once the road or drill location is no longer needed
for its intended purpose, the topsoil will be respread with the regrading operation.
Once the topsoil is regraded, it will be scarified and seeded. With the inclusion of
runoff controls mentioned above, no other impacts causing erosion to the topsoil
resource are anticipated.
For drill site locations that do not drain to a sediment pond, sediment control
measures utilized by Colowyo will be a combination of one or several of the
following: berms, mud pits, rough soil conditions of the pad site, brush left in the
soil materials, diversion ditches, and/or contour furrows.
Surface and Groundwater Pollution Construction of access roads, drill locations,
and any other disturbance associated with the exploration will be conducted in
accordance with all applicable Federal, State, and Local governmental rules and
regulations pertaining to protection of the hydrologic balance. Site specific
conditions at each drill location or access road to a drill location will dictate what
controls will be incorporated into the construction plan to control sediment and
N9000_ENGVUAN\DMG\NOI DOC\06NOI\06 N01 Text.doc
1027/05
9
