<br />As requested by your office, we have reviewed the application fora gravel pit
<br />near Pueblo. We cannot recommend approval of this application until the Board
<br />obtains the following additional information:~~~;,;- .F T,t,, ,,,~,.- ,r

<br />1. Exhibit G states.that•the.Hamp-Be14- Di•,~ch is adjacent. to Areas
<br />2 and 3 (page 22) and that 2~wells (pei?-gtit.nos. ~i658R'and
<br />16350R) are located just upstream from Area 4.,(p'a,ge 24). The
<br />applicant must evaluate the effects of the.dewatering on losses ~~•
<br />from the ditch and on the water levels in the 2'vlells.. The
<br />applicant has also ignored the effects of.;,dewatering on a 750
<br />gpm municipal well (permit no. 828R) owned by the ~CTty.of
<br />Pueblo. This well is only 29 feet deep,,.is located adjacent
<br />to the east side of Area 4, and could be affected by dewatering.
<br />2. Map Exhibit F shows the bottom of Area 4 being 50 feet below the
<br />river. During flood releases from Pueblo Reservoir, the course
<br />of this river could change to the south into Area 4. Such a
<br />change would cause the river to bypass the intake canal for the
<br />Pueblo Water Works. This intake canal is located on the north
<br />bank of the Arkansas River north of Area 4.
<br />3. Exhibit G, pages 24-25, discusses the lake surfaces that will be
<br />left after reclamation. The 89.72 acres will perpetually
<br />evaporate 270 acre-feet of water per year. The alternative
<br />119.01 acres of lake surface will evaporate 360 acre-feet per year.
<br />These losses will have a measurable, detrimental effect on water
<br />rights along the entire Lower Arkansas Valley. As shown on page 32,
