description of stormwater quality controls appropriate !or that
site, and implement each controls. The appropriateness and
priorities of eontrol• in the plan shall reflect identilled
potential sources of pollutsnt• at the site. The description o!
atormwater quality controls shall address the following minimum
components, including a schedule for implementing ouch controlsi
a. Sw!(P Administrstor - Tha 8Wl0? shall identify a specific
individual or individuals within the alining organisation who
is responsible for developing the Si007 and assisting the
mine operator in its implementation, maintenance, and
revision.
b. Naterials Handlinc snd Soill Prevention - Nhare materials
can impact etormwater runoff, BNP• that reduce the potential
for contamination shall be described. Por example,
materials should be stored and handled in covered areas
whenever possible to prevent contact with etormwaterj luel•
and other chemicals should be stored within berms or
secondary containment devices to prevent leaks and spills
from entering stozmwater runoff.
• e. 8roeion and Sediment Controls - Deaeribe BNPS that will be
used to reduce erosion and prevent sediment delivery to
State waters. These should include structural (such as silt
fences, sediment ponds, drop structures, check dams) and
non-structural (such ae mulching and revegetation) methods.
Whenever a facility or a portion of a facility enters the
Host-mininc phase, it is likely that the overall
configuration of the site will change considerably. Prior
to the time when new vegetation becomes established, the
surface arses will be eubiect to potentially significant
erosion. The permittee will need to take adequate measures
in order to minimize this erosion as well as the erosion
normally encountered during mining activities.
d. Testinc/Evaluation for Non-Stormwatar - The Stormwatar
Quality Controls section of the SWMP shall include
documentation that the diechargee have been evaluated or
tested for the presence of non-stormwatar diechargee ouch a^
mine drainage, spoil springs, sanitary waste, or process
water of any kind. The documentation shall include a
description o! the results of any teat or evaluation method
for the presence of non-stozmwater diechargee, the method
used, the date of any testing, and the on-site drainage
. points that were directly observed during the teat.
