The SR'MP trquitYmotts and format in the coal <br />genera! permit are somewhat different, which has caused some confusion in the regulated otunmtmiry. 7lunfore, the coal <br />genera! permit is being modified to make the SR'MP requirements more consirteN with the stormwateswnly general petntiu. <br />There modifications to this permit, with the aception ojthe Division's change of address (see Iten I. C, bebwJ pertain the <br />to the storniwater provisions of this permit on . <br />A. Exittine Permitteu <br />Those permirtees which are already courted order the Coal General Permit at the tune of this amendmem are cot <br />required to change their SWMP at this tune to conform with the new format, although thry may do so if they wish. <br />B. Additional Requirements <br />Additional requiremenu contained in the ttormwater-only genera! permiu are afro being added, such as specific <br />certification language, employee training, and changer in the annual reporting date. In addition, the permittee it no <br />• ,longer required ro automatically submit their SWMP to the Division. <br />C Division Address <br />The amendment also update the Division's mailing address, which was clwngtd on October 1, 1992. <br />l!. STORMWATER MANAGEMENT PLANS <br />A Stormwater Management Plan (SWMP) shall be developed and implemented jot each sift courted by this permit. the plan <br />shall identify potential sources of pollution (including sediment) which may reasondbly be expected to affect the quality of <br />stormwarer discharges associated with mining operations. /n addition, the plan shall describe the best management <br />practices (BMPs) which will be used ro reduce the pollutants in stormwater discharge from the mining operation. <br />/n the areas of coal mining which are not directly regulated 6y egluenr limitations, site stormwater discharger may nor be <br />effectively controlled. Some ojthe discharges are outside the coverage of the diversion ditches and sedimentation ponds <br />required under the facility's Colorado Mined Lard Reclamation Board permit. Examples ojsuch areas arc roads and <br />railroad lines used jot transportation to and from the site, outslopes of ponds, inactive loadouts, situ used jot storage and <br />maintenance of material handling equipment, and areas granted small area aemptions. <br />The SWMP shall desnibe all areas that have not been previously permitted, and which meet the definition of a stotmwater <br />discharge in 40 CFR 122.26. <br />the SWMP shall include the following items, ar a minimum: <br />A.
