Section 780.18(b) Continued. <br />• <br />Initially, Kerr proposes to directly compare total cover for reclaimed mine disturbance <br />areas with corresponding weighted average cover values for the vegetation reference <br />areas. If this approach indicates statistical comparability for vegetative cover, Kerr will <br />maintain this traditional approach, for this and subsequent sampling efforts. If, <br />however, there is a significant statistical variance, Kerr will discuss possible alternative <br />approaches with the DMG. The vegetative production comparison will be based on <br />the herbaceous component. This approach allows for the changes necessary to <br />enhance the overall ecological condition and habitat value of reclaimed areas and more <br />realistically reflects some of the fundamental differences in plant types and <br />communities relative to sampling methods and statistical comparisons <br />Shrub density for reclaimed areas, with respect to revegetation success, shall be <br />deemed adequate whenever the number of shrubs on the reclaimed area equals or <br />exceeds 1,500 plants per acre. <br />Species diversity for reclaimed areas will be evaluated according to the resolutions <br />agreed upon in conjunction with specific permit stipulations in 1982 and during the <br />permit review process in 1984, as previously discussed. <br />• <br />TR-19 780-85b Revised 12/99 <br />
