Section 780.18(b) Continued.
•
Initially, Kerr proposes to directly compare total cover for reclaimed mine disturbance
areas with corresponding weighted average cover values for the vegetation reference
areas. If this approach indicates statistical comparability for vegetative cover, Kerr will
maintain this traditional approach, for this and subsequent sampling efforts. If,
however, there is a significant statistical variance, Kerr will discuss possible alternative
approaches with the DMG. The vegetative production comparison will be based on
the herbaceous component. This approach allows for the changes necessary to
enhance the overall ecological condition and habitat value of reclaimed areas and more
realistically reflects some of the fundamental differences in plant types and
communities relative to sampling methods and statistical comparisons
Shrub density for reclaimed areas, with respect to revegetation success, shall be
deemed adequate whenever the number of shrubs on the reclaimed area equals or
exceeds 1,500 plants per acre.
Species diversity for reclaimed areas will be evaluated according to the resolutions
agreed upon in conjunction with specific permit stipulations in 1982 and during the
permit review process in 1984, as previously discussed.
•
TR-19 780-85b Revised 12/99
