Section 780.18 (b) Continued. <br /> <br />Revised 11/20/80 <br />Mixture. Stockpiles will be broadcast seeded at the rate of ap- <br />proximately 80 pounds per acre for annuals and 30 pounds per acre <br />for perennials with planting to occur in either the spring or the <br />fall. The perennial grass seed component of the Kerr Mine Area <br />seed mixture will be seeded at the same time the annuals are seeded. <br />In addition to the planted material, a considerable amount of <br />volunteer growth can be expected to grow on ali stockpiled topsoil. <br />In the event the above-described erosion control measures prove <br />unsuccessful on any specific stockpile, straw mulch will be applied <br />using a mulch blower at the rate of 3,000 pounds per acre. The <br />criteria that will be used to determine failure to establish annual <br />grains will be the appearance of active wind or water erosional <br />feat~These will be visible signs of down cutting and erosion- <br />al fanning at the base of the stockpiles. However, since the past <br />experience of Kerr Coal indicates that annual grains are highly <br />i effective in stabilizing topsoil stockpiles, it is not anticipated <br />that straw mulching will be necessary. <br />In addition to the protections afforded by proper siting, planted <br />grasses, volunteer growth, and mulch (if necessary), all topsoil <br />stockpiles will have diversion ditches constructed around them if <br />the possibility of erosion from surface water flow exists. <br />Plan for Soil Storage -Kerr Tipple Area <br />Since regulations in existence in 1974 did not require the salvag- <br />ing of topsoil when the tipple was erected, no topsoil is now <br />stockpiled for the reclamation program at the Kerr tipple. Topsoil <br />currently located at the site will be segregated from the fill <br />material during grading and reclamation operations, and will later <br />be applied to the recontoured fill material surfaces immediately <br />after regrading is completed. <br /> <br />780-67 as <br />
