Harris is the permit applicant for operation and reclamation of the <br />• coal handling facilities. No coal has <br />been or will be mined at the loadout facility, and cnly minimal surface <br />disturbance has occurred. Surface ownership of the permit area and <br />adjacent areas is shown on the Surface Ownership Map (Map 1). <br />Mt.
