Harris and other important information. <br />2.03.2 P.espor.sibilities <br />Within this application, Mt. Harris has provided the Division with <br />information for approval of operation and reclamation of a small coal <br />loadout facility under the requirements of the Colorado Regulations for <br />Coal Operation. As discussed throughout this application, the format of <br />• this text parallels the Colorado Coal Operation Regulations. This <br />application focuses on the requirements of Rule 2.04, Rule 2.05, Rule <br />2.06, and Rule 4. <br />2.03.3 Format and Supplemental Information <br />Mt. Harris has attempted to delineate information contained within this <br />application as clearly and concisely as possible, and be consistent with <br />the scope of the various applicable regulations. Where possible, all <br />support information has been referenced when obtained from knowledgeable <br />ir~dividuals or by particular publications within given areas of <br />expertise. Particular attention has been given to the documentation of <br />all conclusions with support of sound technical information. <br />Despite the particular small size of the h1t. Harris loadcut, a <br />tremendous effort by many technical and professional personnel has been <br />put forth in preparation of the information included within this <br />• application. Time, expense, and many manhours have been devoted to the <br />collection, analysis, and organization of the technical data submitted <br />2.03-1 <br />
