Lochhead <br />ExecNive Director <br />Michael B. Long <br />Division Dnecwr <br />I have completed an adequacy review of your May 18, 1994 <br />application for a 112 Mining and Reclamation permit. Listed below <br />are six (6) concerns which must be resolved prior to approval of <br />your application. The tentative date scheduled for a decision is <br />August 17, 1994. Please let me know if you need additional time to <br />prepare a response. <br />1) The mining plan map does show that mining will occur within <br />200 feet of an overhead powerline. Please provide a current <br />agreement with the Delta Montrose Electric Association (DMEA) <br />and commit to incorporating those provisions of the agreement <br />into your mine plan. (The 8/21/91 agreement between Greg <br />Munro of DMEA and Chauncy Luttrell of Black Canyon Aggregate <br />will not be sufficient). <br />2) Exhibits C and F do not show the boundary of the 13.5 acre <br />permit area. Please revise the maps to clearly identify the <br />permit boundary. Also, please include the scale on the <br />reclamation plan map - Exhibit F. <br />3) Additional permits that may be required by the Colorado <br />Department of Health are an air emissions permit for fugitive <br />dust control and a stormwater permit for stormwater runoff <br />control. Please comment on the status of these permits. <br />4) The specified post-mining land use is general agriculture. <br />Please comment on the soil material available as a seedbed <br />following removal of the 30-40 feet thick gravel deposit. <br />Further, both mulch and fertilizer are usually incorporated <br />into the seedbed to enhance revegetation. We recommend that <br />you include in your reclamation plan a light application of <br />mulch (1,000 lbs/acre) and cow manure as a slow release <br />fertilizer. ' <br />
