• Surface treatment of graded spoil is discussed in Tab 21. Small depressions are not planned at this time; <br />however, if small depressions are needed to conserve moisture, minimize erosion, create and enhance <br />wildlife habitat or assist revegetation, plans will be submitted for approval prior to construction. Terraces <br />are not planned for Seneca II-W. Permanent impoundments are planned for Seneca II-W and are <br />discussed in Tabs 13 and 17. <br />SCC does not anticipate any grading problems but shall monitor the success of the backfilling and grading <br />program at least annually. This monitoring will include visual inspections of areas graded to determine <br />progress of grading activities and any settling of graded areas. In addition to visual monitoring <br />topographic maps will be generated, using photogrammetric methods of areas backfilled and graded on <br />an annual basis. These topographic maps will be evaluated to determine if the final graded topography is <br />consistent with the proposed postmining topography and land use, and submitted in the Annual <br />Reclamation Report. Should a substantial grading problem be detected, CDMG shall be notified and shall <br />be presented with a proposed remedial plan. <br />The probability of slides occurring is relatively low; however, at any time a slide occurs which results <br />from mine-related activities and which may have a potential adverse effect on public property, health, <br />• safety, or the environment, SCC will notify CDMG of the occurrence of the slide and the remedial <br />measures proposed to be undertaken. <br />Waste materials are not used for fill. No excess spoil or waste storage areas ere anticipated as a result <br />of mining at Seneca II-W. Two temporary pond excavation waste stockpiles (PEWS) are located near the <br />old dragline erection site (see Exhibit 12-21. These stockpiles were constructed from subsoil material <br />excavated from the ponding area of Pond 006 and approved in TR-07. These stockpiles will be seeded <br />with the approved temporary reclamation seed mix for interim stabilization. The temporary pond <br />excavation waste stockpiles will be removed during overburden stripping activities. The material <br />contained in the stockpiles will be used to obtain the post mining topography in the immediate area. <br />Mining waste materials consisting of the immediate top and bottom of the coal seam, and carbonaceous <br />shales, when encountered, are buried under a minimum of four feet of noncombustible material fsee Tab <br />21). Non-coal wastes such as greases, lubricants, paints, flammable liquids, garbage, lumber, and other <br />manmade combustibles are stored in appropriate containers in the vicinity of the shop building. These <br />non-coal wastes will be disposed of off-site by a private licensed contractor.
