If, for any reason, the permittee does not comply with or will be unable to corer ly with any discharge limitations or sr <br />specified in this permik the pecmittee shall, at a minimum, provide the Division and EPA with the following informat= <br />i. A description of the discharge and cause of noncompliance; <br />. ii. The period of noncompliance, including exact dates and times andyor the_ ticipated time when the dischazge wil <br />to compliance; and <br />iii. Steps being taken to reduce, eliminate, and prevent recurrence of the noncosplying discharge. <br />b. The pecmittee shall report the following circumstances orally within hvenh-Cour (24) hours from the time the pc <br />becomes aware of the circumstances, and shall mail to the Division a written report containing the information requi <br />Part ILA.4 {a} within five f5) days after becoming aware of the following c¢ctristances: <br />i. Circumstances leading to any noncompliance, which may endanger health or the environment regardless of the c <br />the incident <br />ii. Circumstances leading to any unanticipated bypass, which exceeds any efft_ent limitations in the permit; <br />iii. Circumstances leading to any upset or spill which causes an exceedance of any effluent limitation in the permit; <br />iv. Daily maximum violations for any of the pollutants limited by FART LA of this permit and specified as requirin_ <br />notification. This includes any toxic pollutant or hazardous substance or any pollutant specifically identiFec <br />method to connot any toxic pollutant or hazardous substance. <br />c. The petrrtittee shall report instances of non-compliance, which are not required to be reported within 24-hours at t <br />Discharge Monitoring Reports, are submitted. The reports shall contain the iaforna[ion listed in sub-paragraph (a; <br />section. <br />5. Other ~ iotification Reouirements <br />Reports of compliance or noncompliance with, or any progress reports on, interun and final requirements contain ' <br />compliance schedule is the permit shall be submitted no later than fourteen (14) days following each scheduled L <br />otherwise provided by the Division. <br />• The permittee shall notify the Division, in writing, thirty (30) days in advance of a proposed transfer of petatit as provides <br />II.B.4. <br />The pemdttee's notification of all anticipated noncoaq~liance does not stay any perms=; condition. <br />All existing manufacturing, commercial, mining, and silvicultural dischazgers mut notify the Division as soon as they <br />have reason to believe: <br />a. One hundred micrograms per liter (100 u~l); <br />ii. Two hundred micrograms per liter (20Q ug/l) for acrolein and acrylonitr,:e; five hundred rsricragrams per liter ('_ <br />for 2,4-dininophenol and 2-methyl-4.6-dinitrophenol; and one milligram per liter (2 mg/!} for antimony; <br />iii. Five (5) times the maximum co¢centration value reported for that polle~~t in the permit application in accorda <br />Section 61.4(2)(g). <br />iv. The level establishedby the Division in accordance with 4Q C.F.R.' 122.-(f). <br />b. ThaC any activity has occurred or will occur which would result in any discharge, on anon-routine or infrequent be <br />toxic pollutant which is not limited in the petrnit, if that discharge will exceed :ie highest of the follow-ing "notificatioc <br />i.
