.APPENDIX C. <br />Summary of Training Information to be given to Site Workers. <br />Training meetings to familiarize mining workers with the contents of this waste <br />Management Contingency Plan, and the responsibilities for implementing the Plan wIU <br />be held: <br />a. Prior to the commencement of work of each new worker at the Facility; anq <br />b, annual refresher courses thereafter. <br />Training meetings will be supervised by Mesa Environmental Inc. (MEI), or a similar <br />qualified organization, and will involve the following main topics. in grneral, topics tirii) <br />cover the recognition of environmental contamination and the appropriate response <br />actions for workers employed in the gravel mining operation. <br />1. Instruction in Environmental Waste Streams which maybe encounter on Site. <br />Workers will be informed of known as potential waste streams that may be <br />encountered during mining operations. This will include imparting knowledge of Vast <br />investigations and the possible geographical location of wastes. Training will also <br />include methods used to recognize cotnsminated media, solid wastq asbestos <br />containing building material (AC13M) or pipe insulation, hazardous wastes and other <br />waste materials which maybe encountered during the grave] mining operation <br />2. Identification of Waste Streams which may exist at the Site. <br />• Training will include practices used in the identification of known or potential <br />contaminants (see Table 1 o£the main text). Operators will be instructed in <br />identifying signs ofwntamination, including stained soils, soils with hydrocarbon} or <br />other unusual odors, water with free product, oily sheen or unusual discoloration, <br />evidence of historic landfill activities (disturbed soil or visible solid waste) etc. <br />Workers will also be familiarized with the geography of the gravel mining area and <br />known potential areas ofwaste (e.g, northern portion of Subarea 3). <br />3, Standard Reporting Procedures and Chain of R~ortimg. <br />Workers will be informed of thew responsibilities concerning reporting any <br />suspicious environmental concerns, including the roles of on-site plant supervisor, <br />the names, positions of authority and methods of contact ofMEI personnel, and ahy <br />other reporting requvemerrts. Workers will be informed of the responsibilities of . <br />other patties at the Site including the responsibility of MEI to report on a periodid <br />basis to the Divisioa, <br />20 <br /> <br />
