I~ <br />i~ <br />and are utilized as main access ways for men, equipment and supplies to <br />the south and west entries, and the north entry area respectively. Entry <br />tJo. 3 is the belt entry where the main haulage r-onveyor exits the mine. <br />The mine portals are enclosed by the shop/office/warehouse facilities <br />which are built around the mine portals. The portals have been designed, <br />constructed, and are maintained to provide stable long-term access for <br />the life of the Southfield mining operations. Portal maintenance, which <br />includes main entries, involves periodic inspections, adjustment or <br />replacement of roof control components, drainage of any water inflows, <br />and grading of haulages to maintain a smooth operating surface and <br />removal of any debris. <br />Upon completion of mining activities, EFCI will seal the mine portals <br />to prevent access. Sealing will involve either fabrication of concrete <br />black walls, or filling entries with incombustible material for a <br />distance of at 1 east 25 feet, i n accordance with 30 CFR 75.1711. The <br />void between the mine seals and the outside opening will be backfilled <br />with compacted construction debris and overburden material. An expanded <br />discussion of closure and reclamation plans is presented in Section <br />2.05.4, Reclamation Plan. <br />Mine Fans In order to provide adequate ventilation volume to control <br />coal dust and methane in face areas and provide a suitable working <br />environment in both mine haulages and production sections, Dorchester <br />installed two (2) high-capacity fans along with associated drive, <br />control, and monitoring systems, and duct work on entries Nos. 1 and 4 <br />of the five entry main system. These fans, which have a total discharge <br />air capacity of approximately 480,000 cfm at 3.8 inches water gauge, <br />provide sufficient return airflow ventilation capacity for existing and <br />proposed future mining operations in the north and west reserve blocks <br />over-the mine life. <br />Due to the relative length of required airways and the configuration of <br />advancing mine workings in the south reserve block, EFCI has determined <br />that installation of and additional fan in this area wi]1 be necessary <br />to maintain adequate ventilation. The fan will be installed on an <br />existing portal of the abandoned Monarch No. 4 Mine as shown on the <br />South Mine Fan Installation Map, (Map 30).
