2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND
• RECLAMATION OPERATIONS: MINIMUM REQUIREMENTS FOR
LEGAL, FINANCIAL, COMPLIANCE, AND RELATED INFORMATION
2.03.1 Ob.iectives
The objective of this Section is to insure that the Division receives
all relevant information regarding ownership and control of the surface
area and adjacent areas to be affected by the operations, the compliance
status and history of TCC and other important information.
2.03.2 Responsibilities
Within this application, TCC has provided the Division with information
for approval of operation and reclamation of a small coal loadout
facility under the requirements of the Colorado Regulations for Coal
Mining. As discussed throughout this application, the format of this
• text parallels the Colorado Coal Mining Regulations. This application
focuses on the requirements of Rule 2.04, Rule 2.05, and Rule 2.06.
2.03.3 Format and Supplemental Information
TCC has attempted to delineate information contained within this
application as clearly and concisely as possible, and be consistent with
the scope of the various applicable regulations. Where possible, all
support information has been referenced when obtained from knowledgeable
individuals or by particular publications within given areas of
expertise. Particular attention has been given to the documentation of
all conclusions with support of sound technical information.
Since the area which the facilities will occupy encompasses a very small
aerial extent, only samples of existing soils have been analyzed. The
laboratory which conducted the soils analyses has utilized both EPA and
USGS approved methods of analyses as required by the Division.
