As operations progress, the applicant will <br />begin lining and sealing mined areas to form a portion of the reservoir. On-site <br />overburden and the claystone bedrock will be used to seal the perimeter of the reservoir <br />to isolate the site from the alluvial aquifer. As the reservoir shoreline is backfilled with <br />claystone and overburden, these areas will be compacted to create the liner. <br />The applicant will provide the Colorado Division of Mitterals attd Geology (Division) <br />with a schedule for each phase of the liner construction. lluring construction, scrapers <br />will be used to place claystone and overburden material along the shoreline perimeter. <br />Ttte material will be placed in lifts and the moisture content will be adjusted by water <br />applications. Wheel compaction by scrapers and/or sheepsfoot rollers will primarily be <br />used to acquire the compaction specification following the placement of each lift. Once <br />the final 3:1 slope has been achieved with compacted overburden, pit run or other <br />engineering approved gravel will be placed from the crest to the toe of the slope as an <br />armoring fur the liner. <br />To provide for the beneficial end use of the site, the intent of the liner design is to achieve <br />State Engineer design standards. The applicant will demonstrate that the constructed <br />liner meets the requirements of the design by performing appropriate quality control <br />observations and tests. Quality assurance/quality control checks will be used to <br />determine that compaction is being achieved. This will include an evaluation and <br />possible changes in the water applications, lift thickness, and compaction method (wheel <br />rolling, sheepsfoot roller, etc.). During initial stages of the liner construction, several in- <br />place tests will be done to determine if the compaction method is sufficient to meet the <br />design standard. Thereafter, the applicant will be conducting regular on-going <br />compaction testing to ensure standards are being met. Tests performed shall meet or <br />exceed applicable ASTM standards. <br />The applicant will provide written documentation of the work performed and results of <br />quality control field and laboratory tests. A construction report detailing the installation <br />of the liner will be provided to the Division along with other annual reporting <br />requirements. The construction report will include quality assurance/quality control <br />observations and testing resulu, devia[ions from design specifications, construction <br />schedule updates, and certification from the quality assurance engineer. <br />
