mrnitoriix3 of the Overland Ditch water released into Fast Roatcap to the Roberts- <br />Stucker Ditch shows an average transportation loss of 22.3. This loss in any <br />• system is dependent on many factors, such as soil conditions, ditch maintenance, <br />and repair, etc. <br />The timing of irrigation II ows is important for crop production. P7uch less water <br />is required in the spring because of the cool weather and typically mall devel- <br />oping foliage. Unfortunately, this is the time of highest streamflow run-off. <br />Much of the water that runs off during the spring is not utilized. More irriga- <br />tion flow is necessary during the summer months because of drier ground moisture <br />and higher temperatures. Also, the foliage is more developed. 'Typically, this <br />late season water is possible only through surface water storage reservoirs such <br />as Overland and terror Feservoirs. <br />CWI Water Fight Flows: <br />Because of the cmplexities of precipitation, evapotranspiration, groundwater <br />changes, transportation losses, and timing of run-off and required flows, C47I <br />believes its approach to water replacement is most effective. CWI will continue <br />• to evaluate, mrnitor, and improve water replacement plans. The use of CWI-owned <br />water rights is the last protective measure. All other plans to use limited <br />mining, monitor water resources, repair subsidence-induced problems, and improve <br />water transportation systems best approximates historic and projected water <br />usage. <br />As that last protective measure, CWI has designated flow within Terror Ditch to <br />augment floras in 'T~rror Creek and Coal c~lch. Very little effects to these <br />drainages is projected, but replacement water is available. CWI proposes to <br />utilize West Reservoir flows to possibly augment flows in West Roatcap and Plain <br />Roatcap. The West Reservoir diversion records are attached. The Fast Roatcap <br />Creek and Steven's Gulch streams do not require replacement water because of lack <br />of subsidence-induced problems and lack of adjudicated water rights. <br />Diversion records for all ditches are also attached. <br /> <br />
