Box 3700 <br />Loveland, CO 80539-3003 <br />Mr. Keith Sieber, Vice President <br />Cyprus Amax Twentymile Coal Company <br />29515 Routt County Road #27 <br />Oak Creek, CO 80467 <br />Dear Mr. Sieber: <br />The Engineering and Operation Committee for the Hayden-Blue River Transmission Project <br />has concluded that the subsidence of its transmission structures will not result in either a <br />safety hazard to the public, or a loss of electrical service to its customers. This is because <br />even in the unlikely event of a catastrophic failure of a structure, the line will be automatically <br />de-energized by protective relaying and our customers will continue to receive service via <br />other lines. This information may be attached to your Twentymile Coal Company Permit No. <br />C-82-056. <br />• The participants in the Hayden-Blue River Transmission Project have agreed upon a <br />Mitigation/Contingency Plan (see enclosure) that addresses all of the possible consequences <br />of the subsidence on the transmission structures. These possibilities range from no significant <br />damage to any structure (most likely) to the catastrophic failure of a structure (least likely). In <br />order for the participants to accomplish their plan, Twentymile Coal Company needs to agree <br />to provide advance notification of the beginning of the subsidence, monitor foundation <br />movement during the subsidence, and provide immediate notification of foundation <br />movement exceeding one inch in 24 hours. <br />Shortly, you will receive a contract for your consideration and approval which will address <br />these needs.
