Due to
the fact that there is as-yet only verbal approval from one of the surface owners (Bureau of Land
Management) for operations to occur on the portion of the proposed area managed by them, I will attach a
one-time condition to satisfy with the issuance of your permit. The stipulation requires submittal of
written evidence ofright-of--entry to lands managed by BLM before operations begin. (see full text of
Stipulation # 1 below) Upon submittal and acceptance of the financial warranty, the permit will be
issued, but the stipulation must be satisfied before operations may begin at the site.
Stipulation #1: The permitted operator will not conduct any mining or reclamation activities
within that portion of the permitted area which is managed by the Bureau of Land Management,
until such time that the permitted operator provides satisfactory documentation to the Division
which clearly demonstrates his legal right-of--entry to that area for purposes of mining and
reclaiming. Please note that if such right-of--entry is not acquired by the operator, thereby
precluding him from providing evidence ofright-of--entry and from permitted operations on that
land, the operator must submit to the Division appropriate materials for modifying the permitted
area.
Also enclosed herewith is a reclamation cost estimate packet, reflecting the expected costs of reclaiming
the site. The total estimated cost is $7,077.
The packet consists of a summary page showing the costs of all separate reclamation tasks, followed by
several detailed individual task sheets, and finally a few equipment cost sheets. These figures were
calculated based on details of your mining and reclamation plans, and the distances and volumes derived
from the maps. Please review the figures and contact me if you note any errors or omissions. Please
ensure that Mr. Charles has been apprised of all changes to the plans and maps.
