2.05.3(3)(c) Additional Information on Roads <br />Only two roads exist within our permit area which are <br />used exclusively by Sunland Mining Corporation. All other <br />roads within our permit area are either public roads (Routs <br />County Road 029) or private ranch access roads which are not <br />utilized by Sunland. The two roads of interest are the <br />access roads to the mine portals and are shown in [he Site <br />Plan contained in section 2.05.3(4). The construction of <br />these roads was completed prior to 08/03/1977. <br />The two roads used by Sunland are stable cut roads of <br />approximately 20' in width with a clay rock surface and an <br />average gradient of approximately 7 percent each. Erosion <br />control is handled by facilites described in the hydrology <br />section of this application. The steepest gradient of the <br />East road is 25X for a distance of 60'. The steepest <br />gradient of the West road is lOX for a distance of 55'. Of <br />the two roads, the West road is used far more frequently than <br />the East road. <br />The public's interests are protected in regard to our <br />interface with the county road in the following measures: <br />1. All visitor and employee parking is done in designated <br />areas and not on the county road. <br />( 2. All coal handling, stockpiling, and loading of trucks is <br />likewise not on the county road. <br />3. Sunland Mining Corporation has agreed to share in the cost <br />of maintaining the county road through the surface disturbed <br />area with Routt County. To date, Sunland has spent over <br />$8,000 in improving the condition of the county road. <br />4. The only activity which Sunland conducts in the county road <br />right-of-way is weighing trucks. We have maintained the road <br />in excellent condition at this point. The total road width <br />beside the scale is over 59' with the scale house 'and platform <br />pnly taking up 19 ft. <br />5. Sunland has erected large (10" x 36") reflective markers <br />to warn traffic of the scale platform. <br />6. Truck turn-arounds are provided off the county road so <br />trucks need never back-up or jackknife on the road. <br />7. We have no haul roads. <br />The two roads (discussed above) which were approximately 20 feet wide and used by <br />Sunland to access the portal area have been reclaimed since the fall of 1992. Other <br />than the County Road, the only other road that exists and that will remain as a <br />permanent structure is the short distance access road from the County Road to the shop <br />as shown on Exhibit P-1. This road is 14 feet wide and will be covered with a <br />roadbase from the east berm once Phase 2 bond release is approved. <br />l <br />Revised for Mid-Term Review 12/25/95 <br />f I~.B.I <br />
