The applicant is obligated to show that the proposed mining and reclamation plans are in conformance with local zoning ordinances, subdivision regula- tions, or master plan, and is further required to place a copy of the appli- cation for public inspection with the Clerk of the county in which the proposed mine is situated. It is the Board's understanding that the Act intends for the application to be made available for public review and cotes=_nt in an area close to the mine; it is not intended that it be made a pa:: of public record by recording.
