Actions proposed are not expected to have <br />any measurable impacts on species viability. The project file contains a wildlife <br />specialist report for MIS species. <br />Forest Plan Consisfency <br />The proposed action is consistent with Forest Plan standard and guidelines for <br />MIS, TES and general wildlife. There would be no measurable effects to MIS <br />species as a result of altering less than 2 acre of aspen /mountain shrub <br />habitat. Potential habitat capability for MIS species would not change from <br />current habitat capability as a result of this proposal. <br />Proposed Mitigation Measures for Wildlife <br />1. fn order to minimize human activity within the project area, the access road to <br />the shafts will be gated and signed to prevent public access. <br />Consequently there are no extraordinary circumstances associated with these <br />resources. <br />Floodplains, wetlands, or municipal watersheds. <br />None of the surface disturbances {drill pad construction) proposed would occur in <br />flood plains or wetlands. There are no municipal watersheds in the vicinity of the <br />proposed activity. Consequently there are no extraordinary circumstances <br />associated with these resources. <br />Archaeological sites, or historic properties or areas. <br />Cultural surveys were completed for the proposed action and archaeological <br />clearance has been obtained. Consequently there are no extraordinary <br />circumstances associated with these resources. <br />Inventoried Roadless Areas. <br />None of the surface disturbances (drill pad and access road construction) <br />proposed would occur in an inventoried roadless area. Consequently there are <br />no extraordinary circumstances associated with these resources. <br />Findings required by and/or related to other Laws and Regulations <br />Land and Resource Management Plan <br />The proposed project, as well as the attached Conditions of Surface Use, ensures that <br />the proposal meets the direction of GMUG Forest Plan to "encourage environmentally <br />sound energy and minerals development." This project is also consistent with the <br />management goals and objectives for this area: 5A, emphasis on big game winter range <br />in non-forested areas. <br />Endangered Species Act (ESA), Nation Historic Preservation Act (NHPA), and <br />Environmental Justice <br />The project and attached conditions are in compliance with provisions of the ESA based <br />on conclusions of the Biological Assessment as described above under "Extraordinary <br />Circumstances". In compliance with the NHPA, cultural surveys have been completed <br />and no historic properties will be affected. <br />
