20. MCC must clean up and remove all drilling equipment, surplus materials <br />(cement, etc.), trash, garbage, nagging, vehicles and other such materials from <br />NFS lands. <br />21. Portable toilets must be provided for personnel working on the drill sites. <br />22. All drilling fluids, mud and cuttings must be contained on the project site in mud <br />pits or portable containers. The pit must not be used for disposal of garbage, <br />trash, or other refuse, Unattended pits will be fenced to keep out livestock and <br />wildlife <br />Health and Safetv <br />23. To further facilitate coordination with local emergency services, MCC would <br />provide mapped locations of the proposed well sites, including GPS location <br />(latitude/longitude) to the Federal agencies with responsibility for drilling <br />activities. A courtesy copy will be provided to the respective emergency services <br />personnel, as applicable, in advance of any drilling activities. <br />24. MCC is responsible for using appropriate MUTCD traffic control devices when <br />any heavy equipment is moved on Forest Roads. MCC will post warning signs, <br />at locations designated by the USFS, to warn the public of increased traffic on <br />roads resulting from project activities. Additional security and public safety <br />measures may be considered and approved or directed by the District Ranger. <br />25. The Operator will comply with any fire restrictions in effect at the time of <br />proposed operations. The Forest Service reserves the right to suspend <br />operations during periods of high fire potential. Forest Service will provide MCC <br />as much advance notice of anticipated closure orders as possible. <br />26. The Operator will have ability to contact emergency services, including Montrose <br />Interagency Fire dispatch at all times. Fire prevention measures for all <br />equipment will be in place prior to operations. The Operator will have water <br />available, and provide a means for pumping for fire suppression. Fire <br />extinguishers, at least 5 lbs. ABC with an Underwriters Laboratory rating of 3A- <br />406C, or greater will be on or near each internal combustion engine. Fire <br />suppression equipment must be available to all personnel working at the project <br />site. Equipment must include at least one hand tool per crewmember (e.g. <br />shovel). <br />27. All gasoline, diesel, and steam-powered equipment must be equipped with <br />effective spark arresters or mufflers. Spark arresters must meet Forest Service <br />specifications discussed in the "Genera( Purpose and Locomotive (GP/L) Spark <br />Arrester Guide, Volume 9, April, 9988"; and "Multi-position Small Engine (MSE) <br />Spark Arrester Guide, April, 1989". In addition, all electrical equipment must be <br />properly insulated to prevent sparks. <br />28. MCC will be held responsible for damage and suppression costs for fires started <br />as a result of operations to the extent permitted by slate and federal law. Fires <br />must be reported to the Forest Service as soon as possible. <br />
