Section 816.21 Continued. <br />C J <br />result of such a program will be that topsoil removal, storage, and <br />redistribution will be conducted in a manner that assures contem- <br />poraneous reclamation and prompt revegetation on all disturbed lands. <br />Section 816.22 Topsoil: Removal. <br />(a) Timing. Topsoil shall be removed after vegetative cover that would <br />interfere with the use of the topsoil is cleared from the areas to be <br />disturbed but before any drilling, blasting, mining, or other surface <br />disturbance. <br />Topsoil will be removed only after the woody plant materials that <br />otherwise would interfere with the usefulness of the topsoil have <br />been removed as described in Section 816.114. All topsoil shall be reu~oved in a separate <br />layer from the areas to be disturbed, unless use of substitute or supple- <br />mental materials is approved by the regulatory authority in accordance <br />with paragraph (e) of this Section. If use of substitute or supple- <br />mental materials is approved, all materials to be redistributed shall <br />be removed. <br />All topsoil and subsoil classified in Table 106, Soil Taxonomic <br />Classification and Table 107, Soil Series - Range Site Descrip- <br />tions, will be removed separately. `ihe volumes of soil to be <br />removed, stored, and redistributed for each mining unit are found <br />on the two maps referenced in Section 816.22 (a) above. Use of <br />substitute or supplemental materials is not necessary for success- <br />ful revegetation is, therefore, not being requested. <br />816-7 <br />
