Section 816.21 Continued.
C J
result of such a program will be that topsoil removal, storage, and
redistribution will be conducted in a manner that assures contem-
poraneous reclamation and prompt revegetation on all disturbed lands.
Section 816.22 Topsoil: Removal.
(a) Timing. Topsoil shall be removed after vegetative cover that would
interfere with the use of the topsoil is cleared from the areas to be
disturbed but before any drilling, blasting, mining, or other surface
disturbance.
Topsoil will be removed only after the woody plant materials that
otherwise would interfere with the usefulness of the topsoil have
been removed as described in Section 816.114. After the woody
•
•
material is shredded, the topsoil will be removed by scrapers prior
to haul road construction, drilling, blasting, or other mine related
disturbances. The timetable for topsoil removal, storage and re-
distribution are contained on the Eckman Park Topsoil Removal,
Storage, Redistribution and Revegetation (Map 42).
(b) Materials to be removed. All topsoil shall be reu~oved in a separate
layer from the areas to be disturbed, unless use of substitute or supple-
mental materials is approved by the regulatory authority in accordance
with paragraph (e) of this Section. If use of substitute or supple-
mental materials is approved, all materials to be redistributed shall
be removed.
All topsoil and subsoil classified in Table 106, Soil Taxonomic
Classification and Table 107, Soil Series - Range Site Descrip-
tions, will be removed separately. `ihe volumes of soil to be
removed, stored, and redistributed for each mining unit are found
on the two maps referenced in Section 816.22 (a) above. Use of
substitute or supplemental materials is not necessary for success-
ful revegetation is, therefore, not being requested.
816-7
