Section 816.41 Hydrologic balance: General requirements. <br />r~ <br />L <br />(a) Surface mining activities shall be planned and conducted to mini- <br />mize changes to the prevailing hydrologic balance in both the mine plan <br />and adjacent areas, in order to prevent long-term adverse changes in <br />that balance that could result from those activities. <br />The surface mining activities of Energy Fuels have been planned and <br />will be conducted to minimize changes in the prevailing hydrologic <br />balance, in both the mine plan and ad}acent areas, and to prevent <br />long-term adverse changes in the balance that might result from the <br />activities. <br />As a preliminary step in minimizing adverse changes, extensive and <br />thorough baseline data have been and are being collected, compiled <br />and analyzed. The monitoring program is outlined under Section <br />780.21. These data provide detailed information on surface and <br />ground water quality and quantity, aquifer characteristics from <br />• pump testing, surface water drainage patterns, geology and aquifer <br />extent, as well as climate and aquatic fauna. A thorough discussion <br />on each of these topics is presented under Section 779.13-779.16 <br />and 779.18. The results of data analyses are treated in detail <br />under Section 780.21. In addition, Section 780.21 details the <br />specific mining and reclamation techniques which Energy Fuels will <br />implement to minimize changes to the prevailing hydrologic balance. <br />That discussion demonstrates that there will be no long-term adverse <br />changes in the prevailing hydrologic balance. <br />(b) Changes in water quality and quantity, in the depth to ground water <br />and in the location of surface water drainage channels shall be minimized <br />so that the approved postmining land use of the permit area is not <br />adversely affected. <br />The postmining land use, described in detail under Section 780.23, <br />will be primarily rangeland with some cropland and pasture.
