Section 816.25 Continued. <br />• avoided in order to sample the variability of the topsoil. The <br />range and distribution of the soil characteristics on a disturbed <br />site tell much more than do averages. According to Berg's (1978) <br />recommendation, such sample collection techniques will provide <br />that soil materials which differ in color or composition will be <br />sampled as separate units. <br />Soil collection techniques will involve collecting a sample comprising <br />the total thickness of the reapplied topsoil. Analyses will be <br />analyzed according to the soil sampling techniques recommended by <br />OSM and the MLRD and utilized in 30 CFR 779.21. The parameters to <br />be sampled will include nitrogen reported as ppm nitrate nitrogen <br />and ppm ammonium nitrogen. Organic matter will be sampled to <br />determine the potential nutrients available from the source. <br />Phosphorus shall be sampled and reported as ppm phosphorus in the <br />soil. <br />• Results obtained from these tests will be compared with the nutrient <br />levels recommended for the plants which are to be reestablished as <br />part of the postmining land use described in Section 816.133. If <br />nutrient deficiencies are encountered, the recommendations of <br />Ludwick, et al. (1975) will be implemented to correct the deficiencies. <br />Based on historical revegetation monitoring in the reclaimed areas <br />at Energy Fuels' operations, it is anticipated that nutrients and <br />soil amendments will probably not be necessary for successful growth; <br />however, soil tests will be conducted prior to reseeding. <br />All soil tests will be performed either by qualified personnel at <br />the chemistry lab located near the Energy Fuels' Tipple No. 2 <br />(See Energy Mines No. 1 and 2 Existing Structures (Map 34)) or by <br />qualified independent chemists at a qualified laboratory under <br />direction of Energy Fuels. Only standard methods approved by <br />• the regulatory authority will be used. <br />816-20 <br />
