For this re.asun, these <br />requirements do not apply. <br />(f) Limits on topsoil remc~~al area. +lhero the topsoil of vegetative <br />material, topsoil, cr ether xaterials may result in erosion which ma, cause <br />air or water pollution-- <br />(1) The size of the are:3 from which topsoil is removed at any one tir..e <br />shall be limited; <br /> (2) The surface soil layer shall be 'redistributed at a time when the <br /> physical and chemical properties of topsoi]. can be protected and erosion <br /> can be minimized; and <br /> (3) Such other measures shall be ta;<en as the regulatory authority may <br /> approve or require to control ero sion. <br />According to the engineering specifications needed to assure an <br />orderly advance of the mining operation, and to make sure that topsoil <br />is always removed before mining operations commence, a buffer zone of <br />approximately 200 feet will be stripped of topsoil in front of over- <br />burden drilling and ~iasting operations. Vegetation removal will be <br />conducted to achieve safe and effective removal of topsoil. Addi- <br />tional areas may be stripped of topsoil during the early summer and <br />fall when air pollution potential from particulates is less due to the <br />higher moisture content of the soil (See Figure 46, Energy Mine '~o. <br />1 - Percentage of Soil Moisture). Stripping of topsoil will be done <br />only as needed to keep ahead of mining and as needed for reapplication <br />• 816-12 <br />
