Section 816.22 Continued <br />• (c) Material to be removed in thin topsoil situations. If the topsoil <br />is less than 6 inches, a 6-inch layer that includes the A horizon and <br />the unconsolidated materials immediately below the A horizon or the A <br />horizon and all unconsolidated material if the total available is less <br />than 6 inches, shall be removed and the mixture segregated and redis- <br />tributed as the surface soil layer, unless topsoil substitutes are <br />approved by the regulatory authority pursuant to paragraph (e) of this <br />Section. <br />Examination of the soil resources information set forth in Section <br />779.21 reveals that only three of the soils series within the <br />proposed permit area have topsoil thicknesses (A Horizons) less <br />than 6 inches. These are: Mapping Unit lOF which is located along <br />Fish Creek in the C-20900 Lease at Energy Mine No. 2, and Mapping <br />Units 35 and X4F which are located in Energy Mine No. 1 to the east <br />and southwest of Pinnacle Peak. The only series to be disturbed <br />from mining activities are Mapping Units 35 and X4F. At these <br />sites a minimum of 6 inches of soil including topsoil will be <br />removed. The total amount of topsoil plus subsoil to be removed <br />from these sites will be 28 inches for Mapping Unit 35 and 10 <br />inches for Mapping Unit X4F. The average total thickness of each <br />soil series to be stripped can be found in the legend of the Eckman <br />Park Soils (Map 30) and the Energy Mines No. 1 and 2 Soils (Map 29). <br />(d) Subsoil segregation. The B horizon and portions of the C horizon, <br />or other underlying layers demonstrated to have qualities for comparable <br />root development shall be segregated and replaced as subsoil, if the <br />regulatory authority determines that either of these is necessary or <br />desirable to ensure soil productivity consistent with the approved <br />postmining land use. <br />All subsoil to be disturbed (B Horizon and portions of the C <br />Horizon) that have been identified through the soil testing program <br />for the Eckman Park Permit Area and for the Energy Mines No. 1 and <br />2 will be removed as a separate lift from the topsoil.
