also shown by the Postmining Drainage and Sediment Control Map (Map R-1). Rockcastle
• similarly proposes to remove and reclaim Pond 3 and related ditches.
Pond removal and reclamation will involve backfilling, regrading and revegetation. Ponds 2 and
3 will be backfilled and regraded by pushing existing embankments into the pond basins and
grading pond areas and adjacent slopes to establish positive drainage. The proposed reclaimed
configuration for the Pond 2 and 3 disturbance azeas is shown by the Postmining Drainage and
Sediment Control Map (Map R-1). Additional details for Pond 3 are presented by Figures R-1
through R-5, Pond 3 Reclamation Plan. Related disturbed azea collection ditches will be
reclaimed by backfilling and grading ditch disturbance azeas to blend with surrounding
undisturbed or reclaimed terrain. Contour furrows will also be extended across regraded ditch
areas. As appropriate, short (less than 20-feet) shallow ditch segments may be retained to
preserve existing vegetative cover. Both regraded pond and ditch azeas will be revegetated using
the seed mixtures and revegatation procedures described in the approved Rockcastle Reclamation
Plan.
The following address compliance with applicable regulatory provisions for Division approval
of removal and reclamation of Ponds 2 and 3 along with related ditches:
•
1) Revegetation and Stabilization: The Pit 2 and 3 areas have been effectively
stabilized through backfilling, regrading, topsoil replacement, and revegetation.
There is no evidence of significant surficial instability or excessive erosion in the
reclaimed areas.
Pits 2 and 3 were reseeded in 1980 and 1981, respectively. Effective vegetative
cover compazable to premining levels has been reestablished on the corresponding
disturbance areas as documented by vegetation sampling completed in 1989 (I1vIS,
1989) and 1990 (Appendix B, Vegetation Monitoring and Bond Release
Evaluation, to 11/30/90 Bond Release Request, Crofrs, 1990).
2) Reduction of Suspended Solids: No direct runoff water quality data exist for Pits
2 or 3 since the corresponding sedimentation structures only receive significant
quantities of runoff during spring snowmelt and
~J
Lun~q..y 14R Revised -May 1992
ov~vn s~
