Perennial,. non-noxious plant species <br />account for 37.78 and 35.7$ absolute cover based on the 1991 and <br />1992 vegetation surveys respectively. This compares with a cover <br />standard of 368 (908 X 408). The covei standard for this area was <br />set by the Division. Based on, the fact that an agreed upon cover <br />standard has tieen'achieved, it can be assumed that the ground cover <br />of living plants on the disturbed area, (368 +/-) is adequate to <br />control erosion. <br />Run-off from the mine site (if any).flows into the North Fork of <br />the Gunnison River approximately one mile upstream of the town of <br />Somerset, Colorado. The drainage area of the North Fork of the <br />Gunnison River ehcompasses 526 square miles near Somerset according <br />to the local USGS office. The areal extent of .the reclaimed area <br />at the mine sites is'4.5 acres. Therefore the reclaimed mine sites <br />only contribute about 0.00138 of the drainage area of the river. <br />Run-off from the mine site should not have a measurable effect .on <br />'_l~e downstream receiving stream standards for the following <br />reasons: <br />1) The sediment pond has not discharged nor has it had a <br />significant amount of water in it since the mine was <br />reclaimed. This .indicates that the mine site may seldom <br />if ever contribute overland surface flow to the <br />downstream receiving waters. <br />2'); The reclaimed mine site only contributes 0.00138 of the <br />total North Fork of the Gunnison River drainage area. <br />Therefore, the potential volume of surface run-off from <br />the mine site is insignificant compared to the volume of <br />run-off generated from the entire North Fork of the <br />Gunnison River drainage. <br />3) The calculations presented on the following pages B <br />through 10 demonstrate that both the No. 1 and No. 2 <br />Mines have ceased to contribute suspended solids above <br />natural conditions as required by Rule 4.05.2(2). <br />Based on the above rationale, the sediment pond (No. 003) <br />associated with t'he Bear No. 1 and No. 2.mines is no longer. <br />required. The disturbed area has been revegetatad and stabilized <br />and run-off from the mine site should not base a,~ea¢urdb~e,~f~Qot <br />on the downstream reeeiw'ing stream stan~Fasds. Map 452 presents <br />the reclamation plan for the Sediment Pond No. 003. The sediment <br />,~ pond will be regraded and revegetated during 1993. <br />7 <br />
