That the allowance of the right-of-way shall be subject to.the express <br />condition that the exercise therof will not unduly interfere with the mana;e- <br />ment, administration, or disposal by the United States of the lands affected <br />• thereby, and that he agrees and consents to the occupancy and use b~y the United <br />Slates, its grantees, permittees, or lessees of any part of the right-of-way. <br />.not actually occupied ar required by the project, or [he full and safe utiliza- <br />tion thereof, foe necessary operations incident to such managexent, administration, <br />or disposal. <br />13.
