Introduction
Metcalf Archaeological Consultants (MAC) was contracted by the Peabody Coal
Company, to perform a Class III cultural resource inventory of the Yoast Mine
area and access road in Routt Lounty, Colorado. Beginning July 14 and continuing
through July 19, 1992, a cultural resource inventory of the proposed Yoast Mine
area was performed by a crew consisting of Lauri Travis, field supervisor and
crew chief, and crew members Sam Cochran and John Scott.
The proposed Yoast Mine area includes T 5 N, R 87 W, Section 7 (F/s of SE/.);
Section 8 (NW/., SW/ti SEY,, W/: of NE'h); Section 16 (NWh, NW/. of SEYti NW, NE, SW/: s
of SW/+); Section 11 (Ne/. of SEY. of NE'/ti NEY. of NW/. of NEYti NE'/. of NE'/.); Section
18 (NEh, NW, NE, SW/: s of SW/+ of SE'/ti SW, NW, NE/: s of NE'/+ of SP/.) ; Section 19
(F/z of NFJ+of NW/.); Section 20 (M/z of NEYti W/zof NW/.), a total of just over 1,372
acres (Figure 1). The access road runs north-south through the eastern portions
of T 5 N, R 87 N, Section 5, T 6 N, R 87 W, Sections 29 and 32; and western
portions of T 6 N, R 87 W, Section 28. The access road corridor is 200 feet wide
and approximately three miles long (74 acres). The total acreage far this
project amounted to 1,446 acres. This project was conducted for the administra-
tive authority of the Office of Surface Mining Reclamation and Enforcement
(OSMRE), Colorado Mined Land Reclamation Division (CMLRD) and Colorado State
• Historic Preservation Office (SHPO). The work was performed under stipulations
set forth in guideline issued by the Colorado State Historic Preservation Office.
Two small areas of steep slope and dense vegetation in the SW/. of Section
16 and the NW/. of Section 20 were not surveyed (Figure 2). The total area not
surveyed is less than 35 acres, for further discussion see Field Methods section.
All other areas were surveyed with 20 meter transect intervals.
The cultural resource inventory of the proposed Yoast Mine area revealed
a total of seven prehistoric sites, two historic sites, and nine prehistoric
isolated finds. All prehistoric sites are categorized as lithic scatters
consisting of lithic debitage and an occasional tool. No prehistoric features
were identified. Six prehistoric sites require more data to evaluate eligibility
to the National Register and one prehistoric site is not recommended to be
eligible. Three of the six sites requiring further evaluative investigation
(5RT865, 5RT869, and 5RT8J0) are at the edge or outside the permit boundary and
can be avoided. Both historic sites are recommended as not eligible to the
National Register of Historic Places.
Environment
The proposed Yoast Mine is located in the midst of three major geographic
features; the Wyoming Basin to the north, the Park Range to the east, and the
Uinta Mountains to the west. Local topographic features include Scotchman's
Gulch bordering the project area on the north, Sage Creek Canyon two miles west,
• and Grassy Creek bordering the southeast edge. Project area elevations vary from
6,500 feet to 7,950 feet above sea level.
Geologically, the area is underlain by two Cretaceous Age sedimentary
formations, the Laramie Formation and Lewis Shale. The Laramie Formation is
