~,
EXHIBIT D - t4ItlING PLAN
lJ
A. P1ining during the next calendar year will be done underground using a stope
mining method. Surface disturbances from mining include the addition of 195,000
yd.3 of broken rock to the lower dump. lde currently hold a permit for an
additional 8.8 million yards on the lower dump. Surface preparation will be
made for raise boring pads. The raises will be bored for ventilation and off-
gas raises which are necessary to provide fresh air to the miners and provide
an avenue for retort waste gas from the underground viorkings. Surface pre-
paration will be made to provide an area for processing facilities. The area
will be used for all equipment and instruments necessary to process and collect
data for the underground retorts.
B. No earth moving is contemplated.
C. No water diversion or impounding facilities are anticipated.
D. F4oderate Disturbances:
A site of approximately 24,000 ft.2, graded and leveled, will be required to

set up raise boring equipment for boring ventilation and off-gas raises.
Another site of approximately 40,000 ft.2 will be leveled and graded to provide
an area for the surface processing facilities. The dump site, when filled to
the 8.8 million yd.3 capacity, will require approximately 30 acres.
Access roads will have to be provided to each of the above areas. However,
existing roads lie very close to the proposed areas and it is anticipated
that less than 200 ft. of additional road will be necessary resulting in a
disturbed area of approximately 2,800 ft.2.
E. Timetable
The enlargement of the lower dump will take place at about 16,250 yd.3 per
