LEAFY SPURGE MANAGEMENT PLAN <br />• FOR THE PARKDALE PERMIT AREA <br />Since leafy spurge is present primarily as relatively small isolated patches along the <br />embankments of Tallahassee Creek, control and eradication will be conducted through <br />herbicide and/or biological applications. Because of the terrain involved and the proximity <br />of growth sites within or adjacent to the Tallahassee Creek floodplain, herbicide <br />applications will be made with the use of handheld or backpack type sprayers to avoid <br />excessive application or unnecessary overspray. 2.4-D Amine with an aquatic label (or <br />other similar herbicide approved by Fremont County) or a biological agent will be used in <br />all areas within or near the Tallahassee Creed floodplain. An application rate of <br />approximately 2 quarts of herbicide per acre will be applied at 3-week intervals during the <br />growing season (or other rate approved by Fremont County) which is suitable for leafy <br />spurge control. A surfactant approved for aquatic sites should also be added to the spray <br />solution to obtain the best results. In azeas where patches of leafy spurge aze present an <br />area of an extra ] 0 to 15 feet around each patch will be treated to control spreading roots <br />and seedlings. <br />Applications shall be continued on an annual basis for at least 3 to 5 years until control <br />reaches 90 percent or more to prevent the rapid reinfestation of leafy spurge. <br />3. Annual monitoring and mapping of leafy spurge on the property during the early growth <br />season will be conducted to spot any new infestations and to determine the effectiveness <br />• of management strategies. Any new infestation area will be scheduled for <br />herbicidelbiological application as soon as possible to improve the effectiveness of <br />herbicide/biological application to minimize the size of the area requiring treatment. <br />4. Extraction and exportation of rock products from infested areas, as well as equipment <br />operation in these areas, will be avoided to prevent importation of the weed into <br />uninfected areas. Livestock on the property will be managed to avoid the potential spread <br />of leafy spurge seed by these animals. Also, livestock grazing will be managed so as to <br />increase the competitiveness of desirable plants. <br />5. Fremont County weed specialists and County Extension agents shall be consulted to <br />ensure the effectiveness of the leafy spurge management plan. Access for this purpose will <br />be permitted through the growing season. <br />6. Production employees shall be made aware of the leafy spurge problem and be able to <br />recognize leafy spurge. <br />7. Agile Stone Systems will use suitable herbicides on areas 17 and 18 and a combination of <br />biological and chemical controls will be used on the other areas. Chemicals will be used <br />only if it is known (based upon current scientific information) that no environmental <br />contamination or liabilities will occur because of their use. <br />8.
