processing plants is strictly governed by various Federal and State agencies. All <br />equipment and facilities will be maintained in compliance with these agencies. <br />5.03.08.4 Except for the initial mining of Phase 1, all portable processing plants will be <br />located in the pit bottom in order to minimize impact to the surrounding azeas. <br />5.03.08.5 Storage azeas for the site such as equipment pazking and fuel storage will be <br />maintained in compliance with all appropriate agencies. The Mine Plan <br />included as Exhibit D of the CDMG Application contains descriptions of <br />equipment, facilities, and tanks expected to be located at this site. <br />5.03.08.5(A) All flammable and hazardous materials will be stored in accordance with <br />appropriate codes. <br />5.03.08,5(B) The visual impacts of the site will be mitigated by locating most of the facilities <br />in the bottom of the pits. Unfortunately the elevation of Highway 6 and 24 and <br />I-70 which aze the locations of primary visible impacts, are greater than the <br />property. Berms, fences, and landscaping would have little affect on the visual <br />impact to I-70. However, mature vegetation not located in a mining area, as <br />shown in Map C-2, will be left. Not only does this protect some of the valuable <br />riparian azeas, it will provide some visual buffer to the site. <br />5.03.085(C) The site will be allowed to import materials for fill, however the CDMG <br />requires that the fill be inert in nature. Also if acid causing minerals are found <br />on the site they will be left undisturbed and covered with an appropriate amount <br />of fill. <br />5.03.08,5(D) The storage of heavy equipment will primarily take place in the pit azea of the <br />original Chambers Pit located to the west of this permit. For storage in the <br />proposed pit the following applies: <br />1. The overall permit area far exceeds the lot minimum of 5 acres. <br />2. The site lies more than a quarter mile from the nearest residence other than <br />the properties included in the permit azea. <br />3. Screening is provided by the pazking azea being in a portion of the pit bottom. <br />4. No impacts from maintenance aze expected to leave the site. This is due to <br />the lazge distance to the permit boundary. Please see Maps C-1 and C-2 of the <br />CDMG Application. <br />5. All loading and unloading of vehicles will take place onsite. <br />5.03.08,5(E) This operation is associated with natural resources and therefore is not exempt <br />from this regulation. <br />5.03.08.6 Water information can be found in Exhibit G of the CDMG Application. All <br />storm and process water dischazge will be in compliance with NPDES permit. <br />A list of all permits required for the site can be seen in Exhibit M of the CDMG <br />Application. <br />5/262005 Page SP-3 <br />
