Application. The complete reclamation plan can be found in Exhibit E of the <br />CDMG Permit Application. <br />A.Sf Water information for the site can be found in Exhibit G of the CDMG Permit <br />Application. <br />Watershed Permit Specific Information <br />As stated in Section 10.05.010 (Intent of City Watershed District) of the RMC, <br />"...The District and these regulations are created only for the purpose of protecting the City's <br />waterworks and water supply, and not for the purpose of regulating land use activities, which <br />activities shall continue to be regulated by Garfield County, the federal government, and any <br />other authority with jurisdiction over land use activities within the District..." <br />The jurisdiction of the City Watershed District spans only permitting of activities based on the <br />risk of injury to the City's Waterworks and Pollution of the City's Water Supply. Therefore, <br />we will directly address these two issues in this section of the Watershed Permit Addendum. <br />Possible Risks to the City's Waterworks <br />The City of Rifle's water intake structure lies approximately one mile from the nearest edge of <br />the pit excavation. The only foreseeable damage to the structure would be natural migration of <br />the river channel. Throughout the life of a river, the primary channel will migrate. While the <br />meandering of a river's alignment is a natural process, the alignment can be influenced by man- <br />made interaction. The mining and reclamation plans for Glen's Pit have been designed to <br />minimize the risk of influencing the deviation of the river. All excavations occur outside the <br />100-year floodplain removing the concern of pit capture during high water events. A culvert <br />will also be installed outside the 100-year floodplain to allow floodwaters which exceed the <br />100-year floodplain to slowly interact with the reclaimed lake rather than overtopping the <br />bank. The threat of lateral channel migration capturing the pit is very minimal. The <br />excavation limits are at least 100 feet from the nearest minor channel and more than 500 feet <br />from the main channel of the river. To further minimize the risk of channel migration causing <br />pit capture, the operator (during mining) or the landowner (after mining) commits to bank <br />stabilization in the event channel migration significantly reduces the 100-foot buffer between <br />the excavation and the nearest river channel. <br />While a statement of no risk cannot be made for this site, it can easily be seen that the site <br />poses a very limited risk to the City's Waterworks. Therefore, we request that this application <br />be reviewed as a minor impact. <br />Possible Risks of Pollution to the City's Water Supply <br />Due to location, the site will interact with the watershed of the City of Rifle. The site will have <br />a discharge point as seen on the CDMG Permit Application. This discharge point falls under <br />the jurisdiction of the Colorado Department of Health Water Control Division.
