Granite Company <br />1241 Quivas Street <br />Denver, Colorado 80204 <br />~ ~~ <br />I~~ <br />RE: Permit for the Rose Red Granite Corporation; <br />Your letter of August 31, 1981. <br />Our File N78-332 <br />Dear Mr. Liesueld: <br />After reading your last letter I believe that we are suffering from a lack of <br />communication. The present Mined Land Reclamation Law was enacted to insure <br />that land affected by mining operations be put to a use beneficial to the people <br />of this State. It is not the intent bf this law, or of this Division, to hinder <br />mining activities but rather to promote the continued development of Colorado's <br />mining industry in conjunction with proper reclamation. The surety is required <br />to insure that this reclamation is completed. <br />- At present your reclamation plan is inadequate. Therefore I cannot recommend <br />to the Board a specific surety amount, other than the maximum allowed by law <br />• ($5000), to cover the expense of reclaiming this site on a worst case basis. <br />I had assumed that you would propose a specific cost figure with supporting <br />facts. The Board has approved reclamation costs ranging from $190/acre to <br />$2000/acre. I believe that the cost for reclaiming this quarry would probably <br />be at the lower end of this range. <br />Therefore, in our mutual interest of determining an approximate cost of <br />reclaiming this quarry it would be helpful if you would address the following <br />items in detail prior to the September meeting: <br />1) The reclamation plan needs to be clarified and expanded upon. <br />Due to the absence of available topsoil at this site the staff is <br />not proposing that revegetation be part of the reclamation plan. <br />The staff's main concern is that the site be left in a stable and <br />safe condition after mining is complete. <br />a) How high will the headwall be after mining is completed? <br />b) What is the character of the rock forming the headwall <br />(fractured granite, competent non-fractured granite, etc)? <br />c) Will the headwall be benchedl If not, please describe <br />how the stability of the headwall will be assured after <br />mining is complete. <br />d) After mining is complete will there be any waste granite <br />resulting from this operation left on the sitel <br />September 3, 1981 <br />
