The West Portal, refuse and silo areas shown on cross section A-A', B-B', C-C' and G-G' <br />respectively, can be graded to match the surroundings with a balance of earth. The West <br />Portal fan area will require some fill which can be hauled from the Gast Portal Bench <br />where an excess of material exists. The East Portal Bench is the area directly south of <br />the Industrial Building. The non-toxic cover material required to complete the final <br />reclamation of the Development Waste Pile will also come from this site. <br />Final grading will be the means by which natural drainages intersecting the disturbed area <br />will be continued through the area. Map 17, Post Mining Topography and Cross <br />Sections, shows the drainages that will be established during final grading. Map 13B, <br />Post Mining Topography llrainage Basins, shows the associated basins that the <br />drainages will handle. Calculated discharges in these drainages for the 100-year, 24-hour <br />storm event are provided in Exhibit 19, hydrologic Balance of Surface Runoff. <br />Design criteria forthese drainages are also provided. <br />The RDA final configuration is shown on Figure 6, Final Configuration, and Figure <br />11, Cross Section A-A' Final Configuration. WFC proposes to leave the roads in the <br />RDA as shown on Figure 6, Final Configuration. These roads will be left for access to <br />the pile for maintenance. WFC currently plans to remove the sediment pond <br />embankment in the RDA. This removal cost is summarized in Exhibit 28, Bond <br />Calculation. As per Division request, WFC conunits to obtaining the flattest possible <br />grades on those areas which have the potential for flood irrigation. <br />• <br />(d) Topsoil Removal, Storage and Redistribution <br />Section 2.05.3(5) discusses topsoil removal. Topsoil at the New Elk Mine will be stored <br />in stockpiles. The location of these stockpiles is shown on Map 1 1, Surface Facilities and <br />Roads -East Portal. Topsoil piles will be constructed in an oval shape with the top of the <br />pile leveled. A containment ditch will be constructed around each pile. Topsoil piles <br />will be mazked as such and seeded with the approved rangeland seed mix (Reference <br />Table 26). <br />Redistribution will be accomplished with scraper and/or front end loaders and haul <br />trucks. Topsoil depths will range from 4 inches in the East Portal area to 9 inches in the <br />RDA. Areas will be ripped to a depth of 18 inches prior to topsoil redistribution and <br />harrowing or chiseling prior to seeding. <br />• <br />RN-04 Page 2.05-46 Revised 4/30/04 <br />
