When exposed coal seams occur in the lower portion of the final highwall, backfill material at the seam <br />locations will be of noncombustible material placed in a manner to provide at least four feet of <br />covering. Reclaimed highwalls shall be monitored visually on a quarterly basis to identify any evidence <br />of burning coal.
