Box 270 <br />Yampa, Colorado 80483 <br />Dear Kent: <br />I received your fax on January 5'" and have reviewed your proposal for the Tellier <br />Gravel Pit. <br />The proposal is acceptable with the following requirements. <br />There are two pipelines located in the easement. The lines are the sloe feed of <br />natural gas to the Steamboat Springs area. We expect diligence on the operators <br />part to protect the lines from damage. The mining of the gravel itself will not <br />adversely effect the lines, however, our concern is that an operator of heavy <br />equipment could accidentally damage the lines. Public Service Company will <br />provide line markers showing the location of the pipelines and will require that the <br />operator of the facility survey and mark the boundaries of our easement to help <br />prevent damage to the pipelines and potential injury to the operator. The pipelines <br />will need to be pot holed in the haul roads to verify the actual depth of the pipelines. <br />Public Service Company requires that a minimum of five feet of cover be over the <br />pipelines in high traffic areas. If the lines do not have the necessary cover, the <br />operator will be required to fill over the lines. Public Service Company personnel will <br />need access to the pipelines to perform the required annual leak survey and to do <br />any other maintenance work. <br />Please notify Steve Gibson at our Meeker office at 970-244-2615 when any work is <br />being done.
