<br />EXHIBIT D -MINING PLAN <br /> <br />This section follows the requirements outlined in Section G.4.4 of the Colorado Mined Land <br />Reclamation Boards Conrtrrrction Ruler and Regulationr. <br />A. Background <br />The purpose of this application is to obtain authorization for Northern Colorado Constructors Inc. <br />-Aggregate Division (NCCI) to mine, process and sell sand and gravel and to operate a concrete <br />batch plant on property owned by NCCI. NCCI will mine approximately 73 acres of the 102 acre <br />pazcel located at the northwest comer of the intersection of Weld County Roads 18 and 25.Please <br />see the attached index map (Exhibit B) for the specific location of the area to be mined. <br />B. Operational Methods <br />a. Description of mining method: <br />The applicant will begin mining on the north side of the mining area and proceed <br />through the site in phases as shown on the Mining Plan Map. Upon completion of <br />mining Phase I, the site will be mined from north to south with the processing area <br />being at original surface until there is enough space in the pit to move the operation <br />into the pit. Atypical section will be about 10 acres in size. Only one section or <br />portions of two sections and the processing area will be disturbed during any phase of <br />mining. This will minimize the amount of land disturbed at any one time. Please <br />refer to the Mining Plan Map for details on the phasing order. <br />Site preparation <br />Initial disturbance of the property will include removal of topsoil from the first phase, <br />establishing a processing area and dewatering. <br />Proposed Mining Process for Each Section <br />Before any mining commences, the operator will install a dewatering trench around <br />the section to be mined. This water will be pumped and discharged into a pond on the <br />property or into a ditch which discharges to the Platte River pursuant to a discharge <br />permit from the Colorado Department of Public Health and the Environment <br />(CDPHE). The site wilt comply with all CDPHE regulations including monitoring <br />and reporting requirements for the life of the mine. <br />After the section is dewatered, loaders and trucks will strip the topsoil and stockpile <br />it. The overburden will ultimately be used in reclaiming and sloping the shore.
